All parts you asked about are included with the Dexter DX7.5 Drop-N-Go Brake Actuator # 099-175-00. A reverse lockout solenoid valve like part # T4748800 is not required but may be needed along with the Solenoid Shield, part # T4835800183. I have included a link for the installation instructions which also includes a parts list for the brake actuator. view full answer...
The actuator that you have referenced, # T47154007K, does not have a reverse lockout. However, if you were to add one using # T4748800, it works by blocking the flow of fluid back to the brakes when the tow vehicle is placed in reverse. There is no return line for the fluid. The master cylinder in this actuator is # T4820000. view full answer...

It sounds like you are asking if the Titan Zinc-Plated, Leverlock Brake Actuator # T43397007K does not have a lockout that will allow the trailer to be reversed without the brakes being applied. However, you can easily add one if desired.
If you have a coupler without the reverse lockout included, then you would want to either run "free-backing" brake assemblies or install an electric lock out solenoid like the Titan Part # T4748800 so that you can reverse your trailer with out brakes... view full answer...

According to Hydrastar, their # HS481-8067 vented Electric Over Hydraulic Actuator system does indeed include a charger for the battery used by the break away system. The charger would connect to the 12-volt trailer connector feed from the tow vehicle.
Since your # 90885 Tekonsha Prodigy P2 brake controller is EOH actuator compatible, you won't need to use the adapter module that's included with the kit.
